I don't think you can, or at least I'm not aware of it. But what you can do is take a mobile with you and they could open the band for another network (Any Colombian network) for you. Wich means that you just have to buy the sim card. Opening the "band" or ( Abrir la banda as it's called there) may cost you about $80.000 or $90.000 pesos (Arround $US40-US$45).
Ps: Make sure the phone you take is not very new as I'm not sure if it could be used again when you go back home.
